Window Guard

I live in a one bedroom located on the third floor that faces a street. Many times after 10 pm (which in Chicago is the quiet-down period) there are five to six loud talking thugs that won't shut up and will be yelling, cursing and even drinking sometimes under my window. Since many are tenants of the residence, this is even worse. I have called security on them, but every night they come back and do it again. I have called the police- the cops come but it only helps for the one night. How do I get this to stop period? Can I get my landlord to let me move to another apartment and not have to pay addtional rent- since after all, this is their problem- not mine- and they need to learn how to either a) control their loud-mouthed tenants, or b) control the security guard. Help- any suggestions vital are welcome.
